Well I can tell you where to get your own things for the costume like goggles and the mask. And I have a tutorial of how to turn a plain white hoodie into a snippy hoodie! But here I'm modeling my friends lovely jacket he let me borrow :)

I bought these welding goggles [link]
and painted them black and white with acrylic paint
since they are see through, I used acrylic again to paint on blue cellophane
(to tape on inside of lenses) except for a medium hole in the center so you can still see out but people can't see in, like a window.
And the mask is just a respirator mask you can buy online or at a hardware store and paint it to change it's color.

And I have my tutorial here [link] on how to paint a hoodie, but I wouldn't suggest using simply spray fabric paint like I did because it faded after the first washing. Any other paint would be better. Other people have used my tutorial to instead sew on black pieces of fabric onto a plain white hoodie and that has turned out very well. One person even used windbreaker type fabric to sew a jacket! I could never do that though lol.
